The article that I chose for my paper is titled: "Charter School Quality and Parental Decision Making with School Choice". I chose this topic because I have experienced family members go through this decision.

Here is the breakdown of my framework:


Main point - Charter school quality and what factors come into play when parents are deciding a school for their child.


Abstract: Charter schools emerged as a way to reform public schools and have become very popular. "They expand choices, facilitate local innovation, and provide incentives for the regular public schools while remaining under public control". This article analyzes the quality of charter schools in Texas specifically in regions of math and reading performance. The studies show that the school quality in charter schools are not that different than from regular public schools but there is a factor of diverseness. A parent's decision to pull their child or children out of a charter school is actually related to the quality of the school. "The magnitude of this relationship is substantially larger than the relationship between the probability of exit and quality in the regular public school sector and consistent with the notion that the introduction of charter schools substantially reduces the transactions costs of switching schools". 


Introduction: Charter schools have been found to be the politically practical form of school choice because of the advantages of school vouchers without abandoning the benefits of government mistakes. Standard public schools operate with many restrictions but the freedom that is available opens doors for a diversity of education, increasing competition for public schools within the area. "In just ten years of development, they are found in over three-fourths of the states and their enrollment exceeds 4% of the public school population in some states". Though charter schools have caught the attention of school reformers, there is very little evidence that proves student achievement much greater than a normal public school. This is due to mostly the toughness of separating the differences in the quality of charter schools and standard public schools to the diverseness of the students who attend these schools. 


Conclusion: It is mostly due to the poor performance and the the large quantity of public schools in the area that give the encouragement for the growth of charter schools. "The negative relationship between the probability of exiting and school quality indicates that charter school parents do place pressure on schools by withdrawing their children in response to poor quality". This can be changed and reinforced by improving factors such as the quality of school performance and have peers spread positivity about the schools quality which will result in higher pressure for normal public schools. Of course we still have little knowledge about the surface of charter schools to debate over the value of these types of public schools. With that, we have no idea about the long term effects such as; "How will the quality distribution of mature charter schools look? Will parental decision making be sufficient to eliminate poor quality charter schools? Will public schools respond to competitive pressures? What drives the supply of charter schools, and how is supply affected by the various regulations and restrictions on them?" These questions remain unresolved but to understand the bigger picture will take patience.
